    E-Learning Centers Spread Nationwide

    Cairo, 24 September 2005

    Within the scope of realizing the directions of the initiative of the Egyptian Information Society and the implementation of e-learning program projects at the Ministry of Communications and Information Technology which aim at leveraging the competitive abilities of small and medium enterprises and spreading the application of information technology in e-commerce businesses, the E-Learning Competence Center (ELCC), an affiliate of the Ministry of Communications and Information Technology, signed today an agreement for cooperation with the institution for support and development of business enterprises – a project associated to the USAID program and the Social Fund for Development. The agreement was signed for the training and recognition of the institution to deliver e-learning services through associated centers of the ELCC.

    The agreement was signed by Mr. Yaser Kazem, Manager of the E-Learning Competence Center, and Mr. Hatem Mostafa Zaki, Managing Director of the Institution for Support and Development of Business Enterprises - Menya branch.

    According to this agreement, ELCC is in charge of providing the scientific resources for the e-learning programs as well as selecting and recognizing the associated centers, providing trainings for the tutors and technical support for the associate center as part of fulfilling the quality assurance plan as well as deciding on the tutors. ELCC collaborates with non-for profit organization in implementing its activities and all return on investment goes to the training programs and technical support.

    The center and its associate centers are committed to executing at least 6 training courses per year, as well as applying the quality assurance plan and recommending tutors to participate in the training courses to be recognized. The associate centers also commit to providing technical tools, appliances, computer programs and operating systems necessary to activate and execute the training programs. They are also obligated to organize classes and computer labs, supply a computer workstation for each trainee and assure internet connection.

    Within the scope of this agreement, each associate center is obliged to protecting the scientific data and commits to not disclosing the data except for use among members of the training courses. It also admits to the competitive center’s intellectual property rights, handling and profit rights related to the scientific data.
