    MCIT, MHP Sign New Protocol

    Cairo, 12 February 2014

    The Egyptian Prime Minister, Hazem El-Beblawy witnessed today the signing of a new cooperation protocol between the Ministry of Communications and Information Technology (MCIT) and the Ministry of Health and Population, to activate the ICT role in improving the health services nationwide with a budget of 300 million EGP.

    The Minister of Communications and Information Technology, Atef Helmy and the Minister of Health and Population, Maha El-Rabat signed the cooperation protocol, with a main aim to activate the role of ICT and uses of technology systems to improve the health care services nationwide, enhance the working system efficiency and the health services management in all MHP sectors.

    The 3-year protocol extends the fruitful cooperation between both ministries that led to finalizing a number of projects answering the needs of MHP different sectors in therapeutic medicine, pharmacy and health insurance organization, the Egyptian Ambulance Services Authority, the General Secretariat for Specialized Medical Centers (GSSMC) during the coming period.

    The cooperation between both sides includes a number of pillars as follows:

    First, the Ministry’s Cabinet
    - National network for public health treatment- Phase 3: spreading the Public Health Treatment in the concerned hospitals and introducing analytical applications and research in data to extract report for decision-makers

    -  Cancer screening and early detection : supporting quality efforts and providing training for early detection of cancer using IT tools.

    - Updating the IT health master plan: supporting the strategic plan prepared by IBM to answer the needs of the Ministry

    - Extension of the health map: using mobile applications to maximize the benefits out of Egypt’s health map

    - Clinical laboratory information system automation: spreading applications for automating laboratories of health insurance in the therapeutic sector hospitals.   

    - Admission- Discharge- Transfer (ADT) system: managing and registering the admission, discharge and transfer of patients to be linked with the patients’ integrated record system

    - Picture Archiving and Communication System (PACS): linking the National Network for Public Health Treatment with the PACS.

    - Enterprise Resource Planning (ERP) systems: expanding the financial and accounting applications in the health insurance and the ambulance organization

    - Media production and complaints monitoring: establishing databases to collect, analyze media material in relation with the Ministry of Health and Population

    - Medical convoys: achieving integrating between the geographic information system (GIS) and the Health information system to improve the management of convoys.

    - Supply chain management: cooperating in the development and update of MHP supply chain

    Second, Egypt General Authority for Health Insurance 

    - Participating at spreading the management and follow-up systems of the owned and contracted health care providers (clinics, hospitals)

    - Participating at the automation of financial and management systems and resource planning systems

    - Contributing at the automation of beneficiaries management systems

    - Contributing at the automation of the chronic, epidemic and contagious and high cost disease registry system, in order to adjust and develop curing protocols based on real data for these diseases, and dissemination of these systems

    - Providing human capacity building programs at the central information management

    - Contributing at building medical databases related to diseases, medicines, drugs interactions as well as specialized companies and entities in updating such data

    - Providing licenses for programs like the operating systems and databases as well as software development and application server and content management system

    - Establishing hosting centers and equip them with high technology to host systems and applications

    - Spreading systems the agency developed in cooperation with MCIT

    Third, General Secretariat for Specialized Medical Centers

    - Electronic Medical Record: establishing e-medical file to exchange data to automatically transfer information between services providers

    - Enterprise Resource Planning systems- ERP:  integrated administrative and financial systems to manage  financial, concrete and human resources efficiently in a way to support decision-makers

    - Asset management: to register, manage and monitor the tangible assets movement at the hospital, counting the monthly/ annually depreciation  for each asset in order to be transferred to the financial system. 

    - National Cancer Registry Program: completing the population register of tumors and the national tumor database implemented in 2007, to help elaborate various health indicators highly important for better decision-making and study of cancer diseases

    - GSSMS e-portal: establishment of e-portal for GSSMS, affiliated hospitals and medical centers, to achieve full communication with Egyptian, Arab, foreign patients and all sectors dealing with GSSMS and affiliates.

    Fourth, Egyptian Ambulance Organization (EAO)

    - Technical support and consultancy: providing support and technical consultancy to improve ambulance and tracking services, including the preparation of terms and conditions and supervising on the implementation of the project while helping in evaluating the provided services through the specialized companies

    - Resources management and planning: planning of resources through linking the institution different departments in one place to be fully integrated in order to achieve maximum benefit.

    - All administrative procedures of the agency shall be undertaken through this system, like: accounting, budget, storage and expenses.

    - Mobile applications to offer ambulatory services: this includes the information service, calling for ambulatory services, filming accidents to be shared with operation rooms and paying wages

    - Mobile applications for employees services: this includes the revision of assets, cars equipment to be linked with the fleet management system, registry of attendance and departure of cars to be linked with the human resources management system

    - Egyptian Ambulance Organization (EAO)- Emergency information system interoperability: making informations service accessible about emergency rooms beds, intensive care unit and incubators in hospitals to be linked with ambulance rooms 

    - Call taking, filtering, dispatching on the governorates level: the main objective of this phase is to re-organize the reports transfer according to the administrative boundaries and identifying the numbers of centers receiving reports for each services on the level of the governorate.

    This phase relies primarily on coordination with mobile phone operators and Telecom Egypt for landlines through the National Telecommunication Regulatory Authority (NTRA) via the first party. It also relies on establishing a coding system for the areas affiliated to each governorate to locate the caller in order to accelerate the service, through cooperating with the concerned bodies for implementation and agreement with NTRA.

    - Business analytics and decision support system: the system provides the best non-correlated data presentation to help decision- making through user friendly retrieval , analyzing information, developing its perception, including decision-making activities, questions and reports, statistical analysis, estimates, data analysis. These systems play a main role in the EAO strategic planning.
