    PM Issues Decree to Renew Essam El-Saghir Appointment as ENPO Chairman

    Cairo, 10 July 2019

    The Minister of Communications and Information Technology Amr Talaat stated that Prime Minister Mostafa Madbouly has issued a decree renewing the appointment of Essam Mohamed El-Saghir Mohamed Nasr as Chairman of the Egyptian National Post Organization (ENPO) for one-year, as of 16 July 2019.

    El-Saghir has over 30 years of experience in the ICT field and is a leading expert in the development and automation of operational services and procedures, particularly postal services. For 18 years, he has been developing and automating postal services and logistics operations at Emirates Post Group (EPG). These experiences helped him to undertake tasks of designing and developing multiple sets of world-class systems to automate all postal and non-postal services and operational processes and convert them into electronic services to be delivered through the smart government, thus achieving the highest level of quality, monitoring indicators of performance of services provided to customers and reducing operational costs.

    In addition, El-Saghir participated in several strategic projects related to the development of postal systems in most countries of the world, including Japan, Germany, Switzerland, England, Ireland, India, Denmark. These global projects helped him to form a network of international relations with various relevant bodies and companies.

    El-Saghir has a specialized experience in the Universal Postal Union (UPU) regulations and rules, and in establishing GIS databases. He worked for the UPU as a technical consultant for the development of postal services and postal code systems. He also designed and implemented the largest and most recent project for the systems of sorting, automating and tracking parcels at the regional level.

    El-Saghir was born in 1963 and received a Bachelor of Commerce from Ain Shams University in 1986 and a number of specialized international and regional certificates in information technology areas, and in designing and developing electronic systems, benefiting from them in developing and automating services, monitoring performance indicators and reducing operational costs.
