    MCIT, Representatives of Ministries, Entities Moving to New Administrative Capital Discuss Transferred Personnel Digital Capacity Building Plan

    The Ministry of Communications and Information Technology (MCIT) has held an extensive meeting with officials and representatives of the ministries and entities moving to the New Administrative Capital, to discuss MCIT plan for building the digital capacities of the transferred employees.

    This comes within the framework of the State’s strategy for developing the digital skills of the State's administrative apparatus’ personnel, and as part of the efforts and requirements of moving to the New Administrative Capital.

    The meeting discussed the institutional development vision and methodology, and building the digital capacities of the State's administrative apparatus’ personnel, in light of building the digital Egypt strategy and MCIT plan for institutional development.

    MCIT highlighted that the institutional development system aims to create a work model in governmental institutions, using digital transformation, in a way that helps those institutions meet citizens’ needs and expectations. This is achieved through working on a number of pillars, including automating work cycles, developing the work environment, building employees’ digital capacities, changing the digital organizational culture and ensuring operational excellence.

    Moreover, the meeting presented the digital capacity building methodology and its importance within the institutional development, given its positive impact on enhancing the governmental performance, supporting governance and transparency mechanisms, fighting corruption and easing access of citizens to decent governmental services.

    Furthermore, it was underlined that that political leadership gives the highest priority to qualifying the transferred employees, as the New Administrative Capital represents a paperless digital advanced, smart work model and governmental environment.

    In this regard, the meeting discussed the trainee selection mechanisms, according to their training needs and ranks, using the digital assessment databases prepared by the Armed Forces Information Systems Institute, with linking them with the capacity building databases. The number of transferred employees amounts to 52,500, from 114 ministries and entities.

    It is worth mentioning that MCIT launched a number of capacity building programs, based on trainees’ ranks (managerial and supervisory). This includes a training program on digital transformation for managers and supervisors, targeting promoting digital literacy, introducing digital transformation concepts, achieving digital empowerment and leveraging Big Data, Artificial Intelligence (AI), Internet of Things (IoT) and blockchain in business development, within the governmental work environment.

    This is in addition to organizing the digital transformation, anti-corruption, governance and information infrastructure program, as digital transformation is one of the mechanisms for fighting corruption in the State’s administrative apparatus.

    With regards to building the capacities of the information systems and digital transformation units personnel, MCIT stressed the importance of these newly created units in supporting digital transformation and institutional development. The methodological and professional mechanisms for selecting personnel of these units were developed through a committee comprising representatives of different universities and units.

    In addition, a number of specialized programs were organized for developing the skills of the information systems and digital transformation units heads and personnel. This includes programs for developing the leadership and specialized skills of the digital transformation units heads, as well as programs for developing the specialized skills of employees at those units’ departments, including the infrastructure support department, the business support department and the application integration department.

    The meeting is to be held periodically. It was attended by representatives of the Ministry of Trade and Industry, the Ministry of Petroleum and Mineral Resources, the Ministry of Public Business Sector, the Ministry of Electricity and Renewable Energy, the Ministry of Education, the Ministry of Higher Education and Scientific Research, the Ministry of Foreign Affairs, the Ministry of Agriculture, the Ministry of Housing, the Ministry of Environment, the Ministry of Justice, the Ministry of International Cooperation, the Ministry of Solidarity Social, the Ministry of Civil Aviation, the Ministry of Water Resources and Irrigation, the Ministry of Manpower and the Ministry of Immigration.
