    Automation of Agricultural Land Registration

    The Automation of Corporeal Agricultural Land Registry project comes in the framework of a cooperation protocol between ministries of Justice, Water Resources and Irrigation and Communications and Information Technology to automate the process of corporeal agricultural land registration.

    The project works on improving services provided to citizens to facilitate procedures of corporeal registration at the level of notary offices, offices and directorates of the surveying authority deployed in 19 provinces through 94 locations.

    The project provides more efficient means to settle feuds of agriculture land ownership, as well as protecting the rights of citizens and the state. 

    Project progress also includes restructuring procedures for services provided at every corporeal registry office, design office and surveying authority directorates.

    In 2005, the project started by the digital shift towards cadastral maps and real state documents to create a geographic database for the agricultural cadaster.

    Other aspects of the project include the adoption of the principle of dealing with one party in the transactions of land and the creation of an online portal to provide e-services to the public.
    This is in addition to the development of corporeal registry offices and the implementation of an information network linking these offices, in collaboration with the Information Center for cadastral maps at the Egyptian Survey Authority.  
    Objectives:

    § Contribute to property stability and preserve the rights of the state and the rights of citizens
    § Facilitate transfer of ownership of agricultural land
    § Simplify procedures and improve services to citizens
    § Revitalize the real estate market and meet the needs of investment and mortgage entities
    § Enhance the performance and accuracy of monitoring and issue reports and statistics
    § Provide accurate and updated information to decision-makers and investors
    § Provide a single source of government information for the public to interact with
    § Build a database of all registered agricultural lands, including property data, legal status and all transactions of lands as well as linking them to their own maps
    § Allow citizens to deal with one government entity when a special service is requested
    § Access to real estate legal documents of  land sketches and legal ownership data
    § Provide certificates of conformity and restrictions from tax offices or corporeal registry offices
    § Automate work cycle by building applications to link all relevant sites, such as corporeal registry offices, title registration directorates, survey districts, designing offices

    Achievements:


    § Eradicated problems hindering citizens from corporeal registry service that contributes to the waste of property ownership, among which:
    - Complex and ambiguous registration procedures
    - The spread of unofficial contracts instead of the official registered ones
    - Citizens’ frequent visits to various bodies and the doubling of registration fees
    § Built a central database for title registration to include 5.5 million documents, and 138 thousand cadastral maps
    § Facilitated access to legal documents  which include land sketches and  legal ownership data
    § Provided certificates of conformity and restrictions of tax offices or registry offices
    § Issued a unified manual with instructions and procedures of agricultural land registration across the nation
    § Automated the work cycle of the project by Building applications to link all relevant sites, such as registry offices, title registration directorates, survey districts, designing offices
    § Built a mechanism to enter new data for the real estate documents and cadastral maps
    § Filtered 1.2 million lands used to complicate procedures for data mismatch between cadastral maps and real estate documents
    § Established a network of ground and monitoring stations
    § Prepared trained human calibers in both notary offices and Survey Authority
