An official delegation led by Minister of Communications and Information Technology Dr. Tarek Kamel will head to Uganda on an official visit for two days from December 15th to 16th , 2010.
The visit comes also in view of the Egyptian strategic vision in connection with supporting and developing communications sector in Uganda and reinforcing financial resources cooperation. Accordingly, it is expected that training and transfer of expertise will be at the forefront of discussions held during the visit.
Objectives of the visit are divided into two parts; political and technical. As to the political objectives, the focus is on strengthening Egyptian-Ugandan relations and receiving political support for the Egyptian water policy. As to the technical objectives, these are represented by signing "letters of intent" in their final form to be implemented on two levels of executive obligations required first from the government and then from the private sector.
Government obligations entail transfer of expertise to Ugandan senior management on both the managerial and technical levels. Transfer of Egyptian expertise has become an urgent need for the development of Uganda.
Therefore, suggestions revolve around designing a one-month training program for ten Ugandan IT sector senior management cadres for the purpose of benefiting from Egyptian expertise in this field.
This program is scheduled to be implemented mutually by MCIT, related authorities, and some private sector institutions with a focus on important strategic aspects for Uganda including developing extended strategies to develop this sector, identifying best means of developing and growing outsourcing services, launching mechanisms for deploying communications and information technologies in remote and disadvantaged areas, explaining regulatory and legal frameworks of communications regulation policies, preparing and granting communications and information services license.
Moving down from senior management to middle management and as per the content of the agreed upon letters of intent during the exports' visit in October 2010, the Egyptian side seeks to increase the capacity of middle management in Uganda bearing in mind that the above mentioned letters of intent contained many pivotal topics of common interest including the Nile Basin memory, developing human resources in connection with spectrum management, creating regulatory and legal frameworks for communications regulation policies, establishing national communications emergency response centers, furthering human cadres in the field of ICT, moving from analog to digital broadcast, as well as assimilating a number of Ugandan middle management trainees to polish their skills, and launching a number of special training programs in the above mentioned fields which is positively reflected on their tasks and work.
These programs are expected to be implemented in coordination with MCIT affiliate organizations including Information Technology Institute (ITI), National Telecommunication Institute (NTI), Egyptian National Post Organization (ENPO), Information Technology Industry Development Agency (ITIDA), and National Telecommunications Regulatory Authority ( NTRA) provided that each organization accommodates 10 trainees successively to ensure continuity.
As to the obligations of the private sector, these include training 3000 persons from Ugandan authorities and companies on outsourcing services, focusing the recommended program on how it is possible to provide support for outsourcing services in the Ugandan communications sector, developing its sources, and making available the necessary cadres for its launch.
