Dr. Hossam Osman Appointed as the President of the Software Engineering Competence Center (SECC)


Dr. Hossam Osman is appointed as the new Chairman of the Software Engineering Competence Center (SECC), succeeding Dr. Gamal Mohamed Aly.

The decision is announced by ITIDA’s CEO, Mr. Yasser El Kady, after the approval of the minister of Communications and Information Technology, Dr. Mohamed Salem.

Dr. Hossam Osman acquires a long professional and academic experience for over 25 years in ICT services and programming development and testing.

Assigned as SECC Chairman, Dr. Osman shall create new strategies and mechanisms to achieve an optimal match between provided services and the industry needs in addition to participation in global research and development projects.

Moreover, Dr. Osman mission focuses on improving partnership and cooperation with Egyptian universities and international entities of technology, in order to acquire more international recognition. Such recognition supports the Center's role and expansion to be at the forefront of international centers in the field.

Dr. Hossam Osman was born in 1963, graduated from Ain Shams University, Faculty of Engineering, Computer Sciences Department in 1985 cum laude with honors, and then received his master's degree in Computer Engineering from Ain Shams University in 1990.

He acquired his Ph.D. in Computer Engineering, in 1996, from Queen's University of Canada. His PhD was awarded the Queen's University Prize as the best Ph.D. thesis in 1996 in the field of Applied Science and Engineering. In the same year, he was awarded the prize for the best post-graduate student in computer science at Ontario, Canada by the Canadian Society for advanced technology.

Dr. Hossam Osman occupied several distinguished technical positions, including his work as director, consultant, developer, researcher and ICT mentor.

  He also worked as a technical staff member at Lucent Technologies in the United States of America from 1998 until 2000, where he used to develop integrated software for communication devices.
Academically, he worked as teacher and assistant professor, at Computer Engineering and Systems Department of Faculty of Engineering, Ain Shams University since 1997. He also workedas an assigned professor at the Arab Academy for Science, Technology and Maritime Transport in Egypt and as a researcher professor at Queen’s University and Royal Military College of Canada. 
During his academic life, he was known for his researches and studies in the artificial neural networks, pattern recognition, image processing and integrated systems.

Dr. Hossam Osman, started his work in SECC in 2005 as a team leader then director of R&D department, where he founded the Integrated Systems Unit in cooperation with specialized companies in South Korea. Furthermore, he has contributed to the establishment of the Software Testing department in the center as well as the Egyptian Committee for software testing as an official member of the international council of software quality testing.

Besides, he headed many endogenous activities for the Center’s capacity-building, improving its services in order to be provided to software industry and information technology services in cooperation with international companies.

During his work in the center, he has received information technology management expert certificate and software testing expert certificate.
Software Engineering Competence Center (SECC) was established in June 2001 through the efforts of the Ministry of Communications and Information Technology to support Egyptian ICT industry. 

SECC has become part of the organizational structure of the Information Technology Industry Development Agency (ITIDA) in 2005.

The center provides services such as assessment, training, development and technical consultancy to Egyptian software and IT services companies.

This is to support and transfer advanced technology and fully utilize it. This is also to upgrade software development and services delivery processes by applying procedures and standard criteria.
