ICANN Third High Level Governmental Meeting (HLGM) was held on the sidelines of ICANN 55, on March 6-7, in Marrakech, Morocco. HLGM aimed to strengthen consultation and exchange views among the ministerial officials to provide an opportunity to strengthen the role of governments within the organization and encourage them to play a greater role in formulating public policies related to the development of the Internet.
The Ministry of Communications and Information Technology (MCIT) participated, with a ministerial delegation headed by the Minister of Communications and Information Technology Yasser ElKady, in the event.
A number of bilateral meetings with certain governments participating in the meeting, senior officials concerned with Internet issues and other organizations including ICANN and the Internet Society (ISOC) took place, in addition to a number of other meetings with ministers from other countries to discuss means of future cooperation on securing online networks.
ElKady took part in the meeting of the "Future of the Internet Initiative”, held on ICANN 55 sidelines and organized by the World Economic Forum (WEF), in cooperation with the Ministry of Industry, Trade, Investment and Digital Economy of Morocco. The meeting tackled the discussion of the Forum's initiative concerned with the future of the Internet and how to transform the African continent to the digital economy.
ElKady presented Egypt’s vision towards challenges facing the African continent for the transition to the digital economy and pointed out to the need to have a legal framework and appropriate regulation to realize the desired growth of Internet services. In addition, the ICT minister called on all African countries to focus on the principle of public-private partnership (PPP) to build the digital economy and talked about Africa's 2063 agenda, adopted by African Heads of States, which included seven objectives that the continent aspires to implement.
The ICT Minister also met with a number of dignitaries and senior officials concerned with the Internet, and other organization representatives on the sidelines of the meeting.
HLGM was significant for taking place after the completion of the comprehensive review of the outcomes of the World Summit of the Information Society (WSIS) held in December 2015 at the UN Headquarters. The meeting was held in a time when open consultations on the transfer of Internet management, from the United States to an international management under a specific international organization, is due to be completed.
