MCIT, GIZ Co-organize Workshop for Five Governorates on DX Unit SOP Manual


The Ministry of Communications and Information Technology (MCIT) and the German Agency for International Cooperation (GIZ) have co-organized an interactive workshop to discuss the first draft of the Standard Operating Procedure (SOP) Manual for the staff of the information systems and digital transformation units in governorates to ensure sustainability in the workplace.

In Luxor, the workshop was organized for heads and staff of the information systems and digital transformation units in Luxor, Aswan, Sohag, Beni Suef, and Minya.

The workshop is one in a series of workshops and sessions organized for heads and staff of the information systems and digital transformation units in governorates, within the framework of the continuous technical support provided by MCIT to the units in the state administrative apparatus. It also comes as part of the ongoing activities of the Digital Transformation Academy, launched by the ICT Minister on 27 May, 2021.

The workshop provided a platform to promote dialogue and share views, visions, and suggestions among heads and staff at the units, senior officials, and ICT experts at national and international levels. It aimed to develop the final version of the SOP Manual by following practical methodologies and best practices.

The SOP Manual will serve as a reference for employees at the units in different governorates and help optimize operations, achieve operational excellence, and ensure the sustainability of digital transformation nationwide. The Manual is created following the methodology adopted to develop the April 2022 Digital Transformation Unit SOP Manual for ministries and government agencies relocating to the New Administrative Capital, following a series of workshops, sessions, and discussions with concerned authorities.

The general framework of the proposed Manual was discussed during the workshop, in light of the practices and experiences of the participants, heads and staff of the units. Responsibilities, job descriptions, regulatory practices, major operations, and work essentials at the units were also explored.

The workshop included exchanging different views and expertise on the best practices for developing the units’ work model to ensure the sustainability of institutional development and digital transformation and achieve digital transformation and development goals in the governorates.

Furthermore, in Damietta, another interactive workshop was organized for heads and staff of the information systems and digital transformation units from Damietta, Port Said, Dakahlia, Kafr El-Sheikh, and Ismailia.

It is worth mentioning that MCIT is implementing an integrated plan to provide technical support to heads and staff at the units in ministries, public agencies, and governorates. The plan includes creating an operational structure for the units, organizing professional development programs, workshops, and meetings; carrying out activities within the Digital Transformation Academy; and issuing, reviewing, and developing the SOP Manual.
