The Minister of Communications and Information Amr Talaat delivered, today, a speech at the International Telecommunication Union (ITU) Plenipotentiary Conference (ITUPP), held in Dubai, in the presence of the ITU Secretary General Houlin Zhao, ITU Sector Chiefs, a number of ICT Ministers, senior officials and representatives of ITU Members States.
