ICT Minister Concludes Visit to France, Meets ARCEP Officials to Discuss Cooperation in ICTs


The Minister of Communications and Information Technology Amr Talaat, concluding his official visit to France, met, yesterday, with the Chairman of the French Telecommunications Regulatory Authority (ARCEP) Sebastien Soriano, in the presence of Egypt’s Ambassador to France Ehab Badawy.

They shared views on a number of topics on global telecommunication regulatory policies, key mechanisms for improving the quality of telecommunication services, and important methodologies and tools used to measure and evaluate the quality of these services.

The meeting discussed Egypt’s plan of digital transformation, and its keenness to develop the ICT infrastructure and deploy fiber optic cables, nationwide, to help the society achieve digital transformation.

The two sides shared views on the regulations and mechanisms of investment in the fiber optic infrastructure, as well as the regulatory frameworks that France adopts in providing Internet of Things (IoT) services from machine-to-machine (M2M).

The meeting was attended by the Associate Minister for Networks and ICT Infrastructure Hossam El-Gamal, and the Director of the European and International Affairs Department at ARCEP Anne Lenfant.

Moreover, the ICT Minister met with Francois Mazars, the Cyber Security and Sales Manager at Thales, a multinational French group specializing in designing and building electrical and cybersecurity systems. Thales Egypt Country Director Sherif Barakat attended the meeting.

The two sides discussed the National Strategy for Artificial Intelligence (AI) which aims to create a secure digital environment to enable the different sectors to provide full-fledged e-services. This comes in line with the state’s plans to achieve the transition into a digital society to achieve social and economic development.

They also discussed the major projects carried out in Egypt to achieve financial inclusion, as part of the digital transformation process, as well as creating a legislative environment to keep up with the global regulatory frameworks.

Furthermore, Talaat met with Olivier Aldrin, CEO of Expleo, a company specialized in IT services and consulting, software quality and digital transformation solutions. They discussed the company’s future investment plans and highlighted Egypt’s position as a distinct hub for providing cross-border IT services.

They also discussed increasing the company’s investment opportunities in Egypt, in light of Expleo’s acquisition of SQS German company.

The CEO of the Information Technology Industry Development Agency (ITIDA) Hala El Gohary attended the meetings.

The ICT Minister visit to France, heading a high level delegation, comprised a number of meetings with the French Minister of State for the Digital Sector, government officials and representatives of major ICT companies to discuss enhancing cooperation in relevant fields.

In addition, the visit included signing a number of Memorandums of Understanding (MoUs) with major French ICT companies to infuse new investments in the Egyptian ICT sector and enhance cooperation in capacity building and AI.
