ICT Minister Witnesses Signing Protocol between MCIT, ESLA


The Minister of Communications and Information Technology Amr Talaat, and the Head of the Egyptian State Lawsuits Authority (ESLA) Abu Bakr al-Seddiq Amer have witnessed the signing of a cooperation protocol between the Ministry of Communications and Information Technology (MCIT) and ESLA, for implementing a project to automate, develop and upgrade the Authority’s judicial and administrative work system.

The two-year protocol aims to develop judicial and administrative work through promoting the use of electronic transactions and modern technological means; contributing to achieving the transformation into a digital society and building a modern information society; raising the efficiency of government activities management; developing human and technical resources for the employees of both parties; and developing ESLA applications and programs through applying the protocol, to be hosted through cloud computing, and other ICT infrastructure needs.

The ICT Minister said that the protocol aims to enhance cooperation with ESLA and help the Authority achieve the digital transformation, adding that automating work at ESLA is the kickstart of Digital Egypt that we all strive to build.

Digital Transformation is an ongoing journey, Talaat said, adding that he trusts that the fruits of the cooperation between MCIT and ESLA will soon be reaped, with the completion of the first phase of the project and the signing for implementing the second phase.

For his part, Amer commended the productive cooperation between MCIT and ESLA, and thanked MCIT for its efforts in carrying out the project of automating the Authority’s judicial and administrative work system in a way that contributes to supporting ESLA plans to keep pace with technology, and modernizing it.

According to the protocol, a number of projects are to be implemented, including the project of the technical support for the application developed by ESLA; a specialized training project for both parties to the protocol, to support the management of ESLA information centers; and a project for creating digital insurance means. The protocol, also, provides for cooperating in implementing the project of publishing the applications of the lawsuits program and administrative programs project; and developing a project for archiving ESLA lawsuits and documents, and a unified portal for ESLA services. The protocol budget is worth EGP 120 million.

The protocol was signed by Deputy ICT Minister for Institutional Development Ghada Labib, and ESLA Vice President and Director General of Financial and Administrative Affairs Shehta Ghanem. The signing ceremony was attended by ESLA Senior Vice President Hussein Moustafa; Head of the Technical Office Ibrahim Abdel Khaleq; Assistant Secretary-General Ihab Said; ESLA Undersecretary and General Coordinator of the National Center for Judicial Studies Yousry Madany; and a number of MCIT officials.
