ICT, Parliamentary Affairs Ministers Witness Signing Protocol to Achieve Institutional Development, Digital Transformation in Parliamentary Affairs Ministry


The Minister of Communications and Information Technology Amr Talat, and the Minister of Parliamentary Affairs Alaa El-Din Fouad, have witnessed the signing of a protocol of cooperation between the Ministry of Communications and Information Technology (MCIT), and the Ministry of Parliamentary Affairs, at the House of Representatives’ premises.

The protocol is on the use of state-of-the-art ICT tools to achieve institutional development and digital transformation at the Ministry of Parliamentary Affairs.

The two-year protocol aims to introduce digital transformation at the Ministry of Parliamentary Affairs and upskill the employees responsible for providing the Ministry services to members of the House of Representatives and the Senate. This is in addition to improving the quality of service and save time and effort for Representatives as they receive requests from citizens and employees of the Ministry.

Talat underlined that the protocol comes within the framework of Digital Egypt strategy, implemented in cooperation between MCIT and the state institutions to create an all-encompassing digital society. This is in addition to revolutionizing the provision of government services through making them available digitally, in a way that saves time and effort and help raise work efficiency. This is achieved through developing the ICT infrastructure, digitizing government services, building workforce’s digital capacity and promoting digital literacy within the different state sectors.

The protocol aims to achieve cooperation between MCIT and the Ministry of Parliamentary Affairs to create a digital environment, equipped according to international standards to fulfill the digital transformation at the Ministry of Parliamentary Affairs, efficiently. This is achieved through developing systems and applications that help improve the work environment and the quality of services provided by the Ministry to the chambers of the House of Representatives and the Senate, said the ICT Minister.

The protocol involves developing and redesigning the e-portal of the Ministry of Parliamentary Affairs, in addition to providing training programs in ICT and digital transformation, with the aim to develop the digital capacities and skills of employees.

For his part, Fouad said that the Ministry of Parliamentary Affairs had to improve its work environment and tasks to keep pace with the technological development, towards which the state is moving to build Digital Egypt. This is in line with the national digital transformation system and Egypt's Vision 2030, as well as the strategy for building a digital society and creating a modern digital ecosystem in Egypt.

Fouad added that signing the protocol with MCIT is important to keep up with technological developments and start providing digital services to improve the quality of government services and achieve a successful movement to the New Administrative Capital.

The protocol aims to develop the capabilities of the Ministry’s workforce and qualify its personnel to keep up with the rapid technological development and automation of government services. This is in addition to qualifying employees to use the latest means of communication to help members of the House of Representatives and the Senate submit and follow-up the requests of their constituencies, effortlessly.

This is also to help Representatives perform their legislative and supervisory roles easily, and create an e-portal for the Ministry, according to the latest technological systems, enabling Egyptian citizens to explore and follow up the latest developments in the Ministry’s work, Fouad added.

The protocol involves carrying out a number of projects in line with international experiences and the global methodology of institutional IT governance and management, based on three pillars: infrastructure, institutional development for digital transformation, and IT systems.

The protocol provides for developing a digital work model, through which ICT can be used to manage the services and functions of the Ministry of Parliamentary Affairs and members of the House of Representatives and the Senate.

The model will also help facilitate data and information exchange between Representatives and the Ministry; perform day-to-day operations electronically; introduce the latest IT means, and data and information exchange systems; and follow-up requests electronically. This is in addition to publishing laws and legislations on the Ministry website, and building the digital capacity of its workforce.

The protocol was signed by the Deputy ICT Minister for Institutional Development Ghada Labib, and the Advisor to the Minister of Parliamentary Affairs for Legal Affairs Mahmoud Youssef.
