ICT Minister Chairs Meeting of Real Estate Wealth Inventory, Management Project Technical Committee


The Minister of Communications and Information Technology Amr Talaat has chaired a meeting to follow up on the work done by the technical committee responsible for managing the real estate wealth inventory and management project. The meeting reviewed the project status, the progress made so far, and the priority requirements for the project implementation.

The meeting also discussed introducing the proposed amendments to Law 114 of 1946 on the regulation of the Real Estate Registry once approved by the House of Representatives. Talaat stressed the need to unite efforts to overcome obstacles and support the Ministry of Justice in introducing the proposed amendments, given the fact that this will help facilitate registration procedures and increase the number of registered real estate.

The ICT Minister highlighted the significance of coordination and synergy between the partners in the project to achieve its objectives, given its paramount importance. He explained that creating a digital system for inventorying real estate wealth through giving a national ID number for each property will help govern the provision of related services, including registering property and obtaining licenses and facilities, and facilitating citizens’ access to services.

The project will help register and preserve property, reduce infringements and violations, improve Egypt’s ranking on global indices, and attract foreign investments, the ICT Minister added.

The government, through the system, aims to create a single textual and spatial database featuring the national ID number of each property (land, building, or unit) to help inventory and manage real estate wealth. The system is supplemented with a digital central operating system; it facilitates people’s access to services and governs their provision, and enables authorities to have access to real estate data.

The Technical Committee is one of six committees formed under a decree of the Prime Minister on the real estate wealth inventory and management system. The Committee reviews and evaluates the project status; determines the technical and financial needs of the project; develops technical, technological, and logistic solutions for the creation of the database; coordinates between the partners in the system; assesses the measures taken to maintain data privacy and circulation mechanisms; sets measurable performance indicators; and carries out follow-up work.

The meeting was attended by several committee members, including representatives of the ministries of justice, finance, housing, local development, and representatives of various state agencies.

It is worth mentioning that the project is implemented by the Ministry of Communications and Information Technology (MCIT) in collaboration with the Ministries of Justice; Finance; Electricity and Renewable Energy; Petroleum and Mineral Resources; Water Resources and Irrigation; Local Development; Interior; Housing, Utilities and Urban Communities; Agriculture and Land Reclamation; Planning and Economic Development; and the Egyptian National Post Authority (ENPO).
