The Minister of Communications and Information Technology Amr Talaat has issued a decree appointing Adel Hamed Ibrahim Gadallah, for a one-year term, as the Assistant ICT Minister for Global Information Infrastructure (GII).
Several responsibilities have been assigned to Hamed, including supporting the strategy of the Ministry of Communications and Information Technology (MCIT) to enhance the state’s revenues from the international telecommunications infrastructure and national investments in telecommunications companies operating in Egypt. This is in addition to preparing the action plan and feasibility studies to attract major data centers and Internet exchange points (IXs). Hamed will also coordinate with relevant authorities to establish optimal frameworks and required legislations, aiming to fulfill the state’s strategy as represented by MCIT to position Egypt as a global digital hub for data transmission. Additionally, his role involves attracting and hosting the largest data centers while maintaining Egypt’s strategic position as a secure hub for submarine cables.
Moreover, Hamed is tasked with maximizing the state’s role regionally and globally in international telecommunications. This involves supporting GII expansion to neighboring and friendly countries, integrating this effort with the digital hub strategy. The aim is to provide digital content to all regional countries, including data centers and IXs, among other responsibilities.
Since March 2023, Hamed has been overseeing the GII at MCIT. With over 24 years of experience in the telecommunications field, he brings knowledge to his role. Hamed holds a bachelor's degree in Electronics and Communications Engineering from Helwan University.
From January 2019 to March 2023, Hamed served as the Managing Director and CEO of Telecom Egyp, following his appointment to the Board of Directors (BoD) of the company, as a government representative. Throughout this tenure, he formulated a strategic vision for Telecom Egypt grounded in a "digital pyramid."
Hamed also supervised the development and implementation of an integrated action plan to develop the telecommunications infrastructure nationwide. This involved the development and expansion of all GII pillars. The outcome was an increase in the average fixed broadband Internet speed across the country, leading to a transformation in the structure and operations of the fixed broadband market in Egypt. He also adopted a strategy aimed at enhancing Egypt’s transformation into the best digital data traffic hub in the Middle East, Africa, and South Asia.
It is noteworthy that Hamed served as BoD Chairman of several companies, such as Egyptian Data Transfer Company (TE Data), TE Data Jordan, and TE Globe Pte. Ltd. in Singapore, and as a BoD member at the Arab Satellite Communications Organization (Arabsat).
